YOU CANNOT SPOT REDUCE
You cannot choose where to loose weight, you loose weight by a natural process from your body.
Cardio, running is good, jump rope, anything to get your heart going. Eating right. A few leg exercises would help tone, but to get rid of the fat, do cardio and eat right. Easy as that.

But, muscles are a "good" kind of weight and you should aim to build more muscle in order to help keep body fat at bay.
