I am 4'8",95 lbs, 19 years old, and i have 15% body fat. What is the best way to lose the most body fat in 3 months without gaining a lot of muscle? I just want to get rid of the fat.

High Intensity Cardio mixed with body weight workouts. I know you don't want to gain muscle but you must maintain the muscle you have. Your muscles use energy (calories) constantly. So if you lose that muscle your metabolism will slow down - in turn slowing the rate in which you burn fat. So you must do body weight training to maintain your muscle (dips, push-ups, pull-ups, core exercises). Also, the best fat burning exercise is 'High Intensity Interval Training' (HIIT). Instead of running at a set pace for 1 hour, try jogging for 2 minutes then sprint as fast as you can for 30 seconds. do this 6 times and you have only been running for 15 minutes but have done much more for yourself than you would have just jogging. 15 minutes body weight training and 15 minutes HIIT will Help more than you can imagine (along with healthier eating habits). maintain your muscle lose your fat, that is the best way.

I have found Callanetics to a be a wonderful exercise program for toning. I tend to carry my weight below my waist, hips & thighs. The exercises look deceptively easy. *grimace* They only look easy. You will find they work muscles you never knew you had! Which is why it is such a good toning program. =)
Diet, hmm... All I can tell you is what's worked for me.
I would recommend fresh fruit for breakfast, as much as you want.
Fruit usually doesn't last very long and being hungry on a diet is not a good idea. I have started having a fiber drink after my breakfast wears off. I suggest finding something with a high percent of psyllium. I found the more psyllium the longer you stay full and the less likely you are to eat something you shouldn't. If you can stand it you can get straight psyllium. You just have to be sure you drink it the instant after you mix it with liquid. I like to mix it with orange juice, psyllium has a funny texture and the orange juice hides it well.
For lunch, if it were me I would have something without meat and I would start with a salad. Say, salad & baked potato, salad & pasta, salad & soup.
Dinner, again I would start with a salad. If you start with that you won't be as hungry for other things, it will be easier to eat less. Go ahead and have your meat in the evening. Your body will have time to digest it properly now. A lot of the extra weight we carry around is toxins. We eat too much junk food and foods that are too complicated. We also eat things at the wrong time. Meat takes a long time and a lot of energy to digest. If we eat it in the morning or at lunch when we are going to be busy the rest of the day the body has to store it some where till it can have the energy to take care of it. I'm sorry, I'm getting carried away.
Drinking a lot of water helps everything, including weight lose. Oh, and just having one helping at meals instead of two. That has helped me a lot!
I don't dare say how toned or how much weight you could lose in two months. Everyone is different. But I do believe you can reach your goal.
