I am 14 5'6 and weigh 100 lbs. I want to gain at least 30 pounds In less than six months if possible. How do I do this and stick to my plan? I always get made fun of for being so skinny and just CAN'T gain weight. I am a guy.

Actually, your goal of 30 pounds in six months is very reasonable and achievable. I know because I used to be just like you. We are known as ectomorphs, which is a body type that naturally has a high metabolism and finds it very difficult to put on size and muscle.
There are only two things you need to succeed in your goal:
1) Diet: Eat a Lot More than You are Comfortable With
For someone like you to put on weight, you need to be eating at least 20-22 calories/lb of weight. For you that would be at least 2200 calories/day. Don't forget to continue increasing this as you gain weight. Most people seriously underestimate how many calories they eat, so you should track you diet using a tool like http://www.myfitnesspal.com. At the end of the day, if you still aren't eating enough, you need to keep adding calories. At the beginning, you might feel like you are eating so much it will make you sick, but stick to it for a week and I promise you're metabolism will adjust and you will be hungry far more often.
You diet should mostly consist of quality protein sources, lots of complex carbohydrates, and some healthy fats. Some of the best foods you can eat include chicken, eggs, 2% or whole milk, brown rice, almonds, yams, oats, whole wheat bread or pasta, fish, and avocado.
2) Lift Heavy and for Hypertrophy
Get in the gym 4-5 days a week on a good split where you are hitting each muscle group 2x a week. Stick in the 8-10 rep zone as this focuses on hypertrophy or muscle size.
Do lots of research and track yourself to stay motivated and stick to your goals. Here are a couple of great sites that might help you get started:

Here is the best way to gain weight. You can decrease the amount of any of these foods to your liking.
I usually have big breakfast of 6 whole eggs, w 1 cup oatmeal whole milk.
1 Cup of brown rice(or any other complex carb), 6 oz chicken breast, 2 cups veggies per meal times 6. Snack on 2 oz chicken breasts when you get a chance or 4 oz carbs. This is the diet part. You have to eat like a mad man. Aim for 5-7 reps per set when exercising. You don't want to worry about getting a six pack while bulking. When you're done bulking you cut all the fat surrounding your stomach area to show those abs. Remember to build muscle all over your body. Protein shakes are great when you're too busy to eat. Eating will get you as big as you want; eat little then little guy, eat big then big guy.

-Make all your dairy products full fat
-Put butter in your pasta, on your bread and in your rice. The fat is actually GOOD for you
-Eat a lot of high calorie but low volume foods such as nuts and nut butters (cashews, almonds, peanuts, walnuts etc.)
-Ensure drinks are good to drink, buy the plus and their each about 300 calories per bottle plus taste yummy in milkshakes
-Eat every 2 1/2 hours
-Drink a lot of high calorie liquids, like smoothies, milkshakes, juice and whole milk
-Exercise as little as possible, or only weight lift
My old weight gain meal plan:
-2 slices of whole wheat toast with 2 tbsp crunchy all natural peanut butter, 1 banana. Grill on the skillet with 1 tbsp butter
-An omlette with 2 eggs, turkey, and veg; topped with sriracha sauce
-One ensure plus drink or 1 cup milk, 1 cup OJ
-1/2 cup almonds, snack size box raisins
-some type of fruit; pear, apple, orange, banana, persimmon
-Large whole wheat wrap filled with nutella, banana and avocado
-egg fried in butter
-1 cup berries or cherries or grapes
-Ensure or whole milk
-2 cups cereal in 1 cup whole milk
-2 tbsp nut butter
-Anything 800+ calories
-Ensure or whole milk
-5 pc chocolate
-fruit with yogurt

If you use skim milk, swith to whole.
Eat (2) peanut butter sandwiches before bed every night.
Bacon up everything you eat. I mean bacon the **** out of it. Even ice ream!

I had problems gaining weight during my first pregnancy also. The doctor recommended that I drink a can of Ensure each day for the extra calories. I didn't care for the flavors of it so I drank Carnation instant breakfast instead (doctor said that was another choice). Make sure you don't get the extra calories through junk food (empty calories). Keep eating a healthy diet. Good luck!
