Ok, please don't be offended by this, as that's not what I'm trying to do, but the ONLY fish that can live somewhat comfortably in a bowl is a Betta fish (also called Siamese Fighting Fish). And that's because they are labrynth breathers and can breathe both water and air. GOLDFISH CANNOT BE KEPT IN A BOWL, you will kill it. Most of the time fish put in fish bowls don't live as long of a life as fish in aquariums with proper filtration do. This is a proven fact. The myth of being able to put a goldfish in a fish bowl is just that, a myth. The average lifespan for a goldfish kept in a bowl is 3 weeks, because they are very messy fish.
As far as costs where you are, I really cannot help you with that as I am unfamiliar. I'm sorry. Any other questions you have regarding fish for it, I can help with, and would be happy to.
If you go with a fish bowl, no matter what type of fish you get, you need to be diligent with maintenance (cleaning) and weekly water changes, in order to keep the fish happy and healthy. Anything less, and again, your fish will die rather quickly. IF you have the means to purchase a 10 gallon tank with a filter, you would have so many more options, so long as you didn't "overstock" the tank.
If I were you, I would do some research online to help you with your decision. Knowledge is power, and the more information you have about the hobby you are wanting to get in to, the better off and happier you and the fish will be.
