There's no way to directly burn fat. Fat is burned indirectly during exercise and at rest. Think of fat as being food in the storage shack outside. Why would you go all the way outside to grab some food when you have some in your cupboard and fridge at home? You wouldn't, at least until you needed to. The best way to lose fat in the long run while preserving lean muscle mass is through anaerobic training - weightlifting being the best option. You lift weights, you strengthen and preserve your muscles and you burn fat in the long run from the metabolic boost the lifting gives you. If you put on extra muscle size that will also add to your metabolism thus helping you burn fat all the time.

That's right... fat loss occurs throughout the body, there is no "spot reduction".
When you are dieting/ exercising for fat loss, that's why it is easy to get discouraged... the places where you have the most fat are where you will see the results last. You'll see the changes in other area that have less fat first, because there is less to lose there.
Best way to keep track is to have your body fat % measured at regular intervals (every 2-4 weeks). As long as you are making some progress, keep doing what you are doing.
The other thing to do is to take pics of yourself from the front and side, shots from the waist up and some close ones on your face and neck area. Retake the pics every month or so, and you can compare with the previous ones to see where you have made progress.
