Yes, but that's a good thing. Muscle weighs more than fat, so the scale will say that you weigh more. However, it's what your clothes say that matters. They will fit better and you may even go down a size or two. So, the bottom line is--Go For It!

you might to some degree, as mucles weigh more then fat.. but toning up is not quite as intense as really building up...... toning is mostly tightening and firming... and usually when u tone u use higher reps like 12 - 14, to build u use reps usually of 6 - 8

1.)If you mean weight as in muscle weight, (which is always a plus) you should exercise your pecks, lats, shoulders, and arms. Ex, do pushups and eat. As for lower body, working them too would cut down on some fat and gain muscle. Even though muscle weighs more than fat, im sure your aiming for a better look, not weightscale. Your quadriceps, Gluteus maximus, and hamstrings seem to be about where you worry. Squats, and lunges can help you there. As for the back, hamstring excercises and leg bench press stimulate the muscles that go up to your butt. =P 2.) You dont want muscle and somehow want to get weight on upper, not on lower, good luck. You cant really control where fat is distibuted.
