It is absolutely true. I've been on a LCHF diet for about four months now and have gone down from 118kg to 100kg.
The science behind this is solid.
Basically carbs get broken down by the body into sugars - this doesn't matter if they are simple or complex carbs. Complex carbs are just more slowly broken down. Eating bread can spike your blood sugar as much as eating a chocolate bar. When you get excess blood sugar your body releases insulin which goes to work telling your body to store the fat you've eaten and convert the excess sugar into fat to then also be stored.
In a nutshell, excess carbs cause fat to be stored. In other words, they make you fat.
On the other hand, if you restrict carbs then you don't end up releasing insulin so your body doesn't try to store fat. Instead it actually opens the gate to allow the fat you've already stored to come out into your blood stream. The more you restrict carbs the better this works. If you stay below 30g of carbs per day your body will go into what's called nutritional ketosis where it will burn fat as its primary energy source. You'll be amazed how easy it is to loose weight when you're in ketosis.
You need to avoid all carbs - no flour, rice, pasta, potatoes. You need to watch out for milk and many dairy products. Limit the amount of white wine and beer.
The good thing is that you can (and should) eat the fat on the side of lamb or pork chops. You should eat cheese. You should cook in saturated fats. And eat as many green leafy vegetables as you can.
If you eat the right foods then your body will naturally feel satisfied and you won't feel like you're on a diet at all.
There are many health benefits to this kind of eating - reduced heart disease, Alzheimer's, diabetes - among others.
Do not fall into the trap of "low fat and low carb" - this will just make your body think it is starving and it will panic. You will feel terrible and your body will fight you to retain all of your fat. You must eat enough calories. Choosing low carb high fat has a lot of science behind it now.
There are plenty of resources on the net - I've added a few links.

Reduce fat AND carbs. Protein is still okay though. If your diet meets the criteria such as maintaning a caloric deficit, intaking enough protein, and getting healthy fats, then a low carb diet is effective. It works, and I have had many friends try it and have great results. I recommend carb cycling every few days or so (a day to eat a lot of carbs to fill the muscles back with glycogen). Good luck and be cautious because the low carb diet - if done wrong - can burn a lot muscle too.

Going low carb is proven to encourage weight loss. Limit the carbs (especially processed carbs like muffins and bagels) and can include a little fat.

Having too high of a protein diet can make your metabolism go haywire, and metabolism is good for weight loss.
Carbs though, can actually be good. There are complex carbs (I think, remembered reading it somewhere) that you can obtain from fiber and fiber keeps you regular and can help with weight management.
Now about the protein list, you could have meat, eggs, and tofu. Now the carbs, I'm not too sure because I've only attempted low calorie diets rather than low carb.
