people say that i look tired as is, but i have a normal diet.
i want to fit into this great dress that is only 1 size down from my actual size.
any exercise tips?
I especially want to tome my inner and outer thighs.

I have Diet tips, only I hate the word "Diet" I call it the Lifestyle change. I also have some exercises that I invented, and my patients started to see change after two weeks. (Remember, the slower you lose weight, the longer it'll stay off.)
I have some inner and outer thigh exercises that I also invented. Denise Austin was one of my role model, I loved her work out/pilates/DVDS and books.
Now, I'll start with the diet and tips.
Eat 6 meals every day instead of three. (Because if you only eat three meals, thats between five to 6 hours between each, and the longer you don't eat, the more your body thinks you're starving yourself so it stores every bit you eat into fat and stores it in parts of your body which is NOT good. But, if you trick your body into thinking that you're going to be keeping eatting alot it'll worry less and start up your metabolusim faster. Beside, it's better to feel fuller than hungry, that chance, you would feel hungry and have the temptation to nibble something sweet or salty.)
Absoutely avoid salt. (salt makes you look more bloater and thicker. Sodium is another word for Salt, try to completely AVOID those.)
Drink more than 8 glasses a day.
Exercise ONLY three times a week. (I had two week test for two of my patient. One only went to the gym or did the exercises at home only three times, my other patient went to the gym five to six times. The results were that the patient that only exercised three times saw alot of change and had a faster result, my another patient, over did it, didn't see any change BUT had more feeling of stress, less energy, and had alot more temptations to do the foribiden things. Such as nibble on candy bars, chips, pop, popcorn, ETC.)
Butter is your waistline's WORSE enemy.
try to avoid butter as much as you can, you can have some time to time.
Set a daytime where you can have a certain amount of sweet things to nibble on for that day and that only time. So that the rest of the days you'll work hard as you can, working it off, eating healthy, to look forward to THAT day, when you can have a little go-out sweet dinner.
How to lose interest in pop:
For a week, my patient drank green/black/peppermint teas, 100% fruit drinks, ETC and set for at the end of the week that she can have one can of pop, BUT, when she drank all of those things instead of pop, and got to the day when she could drink one can of pop, she completely lost interest in pop and turned into tea lover and LOVED to drink juice/water/tea.
There are more, but I think this will do you good.

Do the tips up above, you don't need willpower. Willpower's just a old wive's tale. :)

A normal diet could mean anything. A normal diet for Americans implies eating too many starchy and sweet stuff and not enough natural foods.
So, eat right. Do not skip breakfast, have lots of fiber, veggies & fruits during the day. Cut down on refined flours, saturated fats & refined sugars (seriously, everything has them and they are really bad for you), . Eat whole grains and nuts.
Do cardio exercises 3 times a week and do strength training 3 times a week too.
This is not a diet, it is a way of living. If you want to be one size down not only to fit into that dress but also to feel better and stay like that forever, just change little by little.
do squats and lunges for your thighs. Do interval training for exercise....that means 2 minutes of a normal pace (cool down) and 1 minute of a harder pace (where you are breathing hard). Do this on a bike or treadmill or even walking/running.

It's great that you want to lose weight in a healthy way :)
Here are some tips =)
~ Drink plenty of water. Green tea is great to (or any tea) + water with lemon (cleansing for your body)
~ Go for organics, if possible
~ Eat smaller portions more often rather than bigger portions less frequently
~ Avoid things like soda, diet soda or any diet drinks, artificial colors/sweeteners, white flour, etc
~ Stay active :) Try a daily brisk walk. Yoga or pilates (at least once a week). Joining a gym. Swimming with friends. - For abs, yoga can definitely help tone your tummy.
Here are some healthy food ideas:
~ Greek yogurt or yogurt (nonfat) - Greek yogurt has more protein than regular yogurt
~ Eggs, cheese, cottage cheese (2% is fine), goat cheese, skim milk or goat milk, etc.
~ Fruit & Berries
~ Beans (chickpeas, black beans, kidney beans, mixed beans, etc.) - full of fiber and protein
~ Veggie burgers (Amy's makes great veggie burgers)
~ Multigrain bread, ezekiel bread, rye bread, whole wheat pitas, whole grain tortillas or bagels, etc.
~ Whole grain pasta or brown rice pasta, brown/wild rice, quinoa, etc.
~ Sweet potatoes or potatoes
~ Healthy cereals (Kashi, Nature's Path Organic, etc..high in fiber like raisin bran)
~ Nuts, seeds, almond butter, peanut butter
~ Non-dairy milks like soy, almond or rice milk
~ Ground flax seed to add into a smoothie, top yogurt, etc.
~ Olive oil
~ Salmon & Tuna
~ Tofu & Tempeh
~ Whole grain crackers
~ Whole grain waffles
